Julia currently serves as the Associate Director of Corporate Apprenticeships for the Colorado Cybersecurity Apprenticeship Program (C-CAP) at the University of Colorado Colorado Springs (UCCS). She is an expert in economic and workforce development, emphasizing the importance of creating synergies between businesses, local administration, and civil society. Julia played a critical part in securing a $6 million US Department of Labor (DOL) grant to expand registered apprenticeship opportunities in cybersecurity.

Julia worked with multiple international organizations providing business development and market entry strategy to drive sustainable and profitable growth. She has experience in expanding businesses and thrives on cross-border collaboration across the Americas, Europe, and South Asia.  As Greater Fort Lauderdale Sister Cities International (GFLSCI) chair, Julia successfully led negotiations between Romania and the US to establish a sister cities alliance between Constanta and Fort Lauderdale.

Julia is passionate about women empowerment, diversity inclusion, and veteran employment. She established ISACA South Florida “SheLeadsTech” initiative to help increase women in technology leadership roles.

To increase the collaboration between diverse groups, Julia has organized and hosted annual cybersecurity delegation to the European Union (EU) agencies including EU Parliament, EU Commission, NATO, European Data Supervisory Agency, European Economic and Social Committee, and the European Space Agency. Julia has earned an MBA in Entrepreneurship and Bachelor of Business Administration. She is fluent in Romanian, English, and Spanish.
