In releasing the 2010 Nuclear Posture Review, President Obama cited the prevention of nuclear proliferation and nuclear terrorism as the top priorities on the nuclear agenda. The Economist recently dubbed this the “New Nuclear Age.” In a world of nine nuclear weapons states, and others aspiring to nuclear status, how successful is our pursuit of this agenda?
Frank Rose has served as the Assistant Secretary of State for Arms Control, Verification, and Compliance since December 2014, responsible for advising the Secretary on a wide variety of arms control, strategic policy, verification, and compliance issues. Previously, he was the Deputy Assistant Secretary of State for Space and Defense Policy, where his portfolio included missile defense, military space policy, chemical and biological weapons, and conventional arms control. Before joining the State Department in 2009, Mr. Rose served as a Professional Staff Member on both the House Armed Service Committee and the House Permanent Select Committee on Intelligence. He also served in several responsible positions in the Office of Secretary of Defense and is the recipient of several awards for distinguished service from the Department of Defense. Mr. Rose received his bachelor’s degree in history from American University and a master’s degree in war studies from Kings’ College, London.
